Just a quick diddy from Australian CIO magazine  about Prime Minister John Howards poorly conceived plan to save money on IT by outsourcing.

The thing about this article that piqued my nose was the reference to "cargo-cult" . Cargo cult (as the link explains) refers to the extent aboriginal islanders went (post WWII) to get airplanes to drop supplies from the sky again. They fabricated all the trappings of technology (think Gilligan's Island coconut shell radio headphones) as a form of prayer and worship in an attempt to coax the airplanes back.

Richard Feynman had a go at scientists who employ this tactic and more recently edge.org have badied it about.
